2013 Kosovan local elections
Local elections were held in Kosovo on 3 November 2013, with a second round on 1 December. These were the first elections which the Serbs of Northern Kosovo participated in since the Republic of Kosovodeclared independence in 2008; polls were monitored by the OSCE. There were violent reactions in Serb-majority areas of northern Kosovo.

Incidents in Northern Kosovo
In August 2013, members of the "Interim Assembly of the Autonomous Province of Kosovo-Metohija" voted on a statement that said the election would violate Serbian law. This statement was rejected by the governments of Kosovo and of Serbia. Since Kosovo declared independence in 2008, government in these Serb-majority municipalities in the north of Kosovo has been funded by Serbia, and they have been dominated by organised crime and paramilitaries.
In the predominantly Serb area of Northern Kosovo, local Serb hardliners campaigned for a boycott of the elections. Voter intimidation was reported. Right before the election day, on Saturday night, a group of people attacked and severely injured the G.I.Srpska candidate for northern Mitrovica Krstimir Pantić in front of his house in Koloshin street; he was taken to hospital. The entire political spectrum condemned the attack. Though the perpetrators were not found, Pantić pointed to the pro-boycott groups, who were not interested in official representation of Serbs within Kosovo.
On election day, there were incidents and clashes with police, after extremists raided several polling stations and spoiled votes. Staff were assaulted, ballot boxes smashed, and tear gas canisters set off. This disruption caused the elections to be annulled in three polls in northern Mitrovica, repeated on November 17. Sadriaj’s property is now a business area owned by the company “R and Rukolli” that won more than 5 million euro bid from the municipality of Skenderaj and around 15 million euro from other public authorities. Rukolli is also coordinator of the security team of the mayor of Skenderaj, Sami Lushtaku, which is detention for war crimes, from EULEX. Sadriaj who is partial owner of the company COEB which bought the place in 2011 from Property Privatization Agency, has no access to his property. Property Privatization Agency and Mr. Rukolli had a deal which gave right Mr.Rukolli to use this property till the moment that it is privatized. From the moment this property was privatized AKP informed the holder that the property was sold, said Mr. Ylli Kaloshi, spokesperson of AKP. From that moment we have no obligation toward investors to liberate the properties, he added. If the investors have problems with the properties they can present the case to the court, says Kaloshi. Sadriaj paid 147 thousand euro to buy this place. The whole history began at the platform of Grand that used to be public property. The documents of AKP showed that the 3 places where Bab Club was build used to be property of the public enterprise Rilindja. Sadriaj bought this property in 2011 through a bid with the cost of 147 thousand euro. After getting the papers that show him as the owner, he went to visit the place. There he realized that the place was being used from Rrustem Rukolli owner of “R and Rukolli. According to Sadriaj, Rukolli offered him to buy the place with the same price but he refused. After this Rukolli told Sadriaj that he will have to deal with God. He also said that Rukolli refused to pa Prishtina, 9 March 2014 The Prime Minister of the Republic of Kosovo, Hashim Thaçi, accompanied by the Chief Executive Officer of the “Ibër Lepenc” Hydro-Economic Enterprise, Hajdar Beqa and the Chief Executive Officer of the “Prishtina” Regional Water Supply Company, Gjelosh Vataj, paid a visit to the works in Kishnica to place a supply pipe to the Badovc Lake from the “Ibër Lepenc” channel. After he could see for himself the work dynamic in an attempt to ensure drinking water supply for the citizens of Prishtina, Prime Minister Thaçi gave a brief press statement: Today, together with the heads of “Ibër Lepenc” and the Prishtina Water Supply, I paid a visit to the works on opening the channel or the renovation of the water channel to supply Prishtina through the Badovc Lake. I consider that with the new channel after these renovations, the needs of Prishtina citizens for water will be met. The Government of Kosovo is cooperating closely also with the “Ibër-Lepenc” and the Prishtina Water Supply. We will continue to provide full support, everything that is possible and that is up to the Government of Kosovo, to provide financial, technical and professional capacities to support these projects so that there is a regular water supply for the capital city – Prishtina. On his part, the Chief Executive Officer of the “Prishtina” Regional Water Supply Company, Gjelosh Vataj said: We thank the Government of the Republic of Kosovo that has constantly been interested in the matter. We have regular cooperation with the Government in an effort to provide the best possible water supply for the people, and the visit speaks for itself. Meanwhile, we are making other investments as well.
